The amendments propose to exclude from the bill provisions that provide for the establishment of liability for failure to comply within a specified period of time with a decision to demolish an unauthorized building or to bring it into compliance with established requirements, made by a court or local government body of a city district or settlement in accordance with civil law. Yaroslav Chingaev for Vedomosti
Mikhail Men, who has headed the Ministry of Construction and Housing and Communal Services of Russia since its creation, will resign. An associate of the Moscow mayor, the governor of the Tyumen region, Vladimir Yakushev, was appointed in his place.
Vitaly Mutko was categorically against Men remaining in the government, says a federal official. Namely, he will now, in the position of Deputy Prime Minister, oversee construction and housing and communal services. The animosity between officials may have been longstanding, says a former federal official. According to him, even during the construction of stadiums for the World Cup, the Ministry of Construction was involved to a minimum: Mutko, as the then “sports” Deputy Prime Minister, personally supervised this issue. And the ministry was mainly involved in preparing the communal infrastructure of the 2018 World Cup facilities.
The Ministry of Construction and Housing and Communal Services of Russia was established on November 1, 2013 on the basis of the Federal Agency for Construction and Housing and Communal Services. The main function of the ministry is legal regulation in the field of construction, architecture, urban planning and housing and communal services.
Moscow Mayor Sergei Sobyanin could have lobbied for Yakushev’s candidacy, Vedomosti sources in the city and federal governments say. 49-year-old Yakushev is considered his ally. It was Yakushev who replaced Sobyanin as governor of the Tyumen region in 2005, when he was appointed head of the presidential administration of the Russian Federation.
The largest volumes of construction and the largest investments are in Moscow, and the latest changes in government regulation, in particular the law banning shared-equity construction, came as a shock to both officials and developers. The changes come into force on July 1, 2018, and the requirements for developers have been tightened. Buyers of apartments will be better protected from unfinished construction and non-refund of funds, but the adoption of such radical measures will increase both the cost of raising money for developers and, accordingly, the final cost of housing, market participants believe. The Russian Agency for the Construction Complex has calculated that in this scenario, there will ultimately be 1,000 developers left on the market instead of the current 4,500. Until May 2018, in Medvedev’s cabinet, housing policy issues were supervised by Igor Shuvalov, and regulation in the construction sector was supervised by Dmitry Kozak. Now both issues are under the jurisdiction of Mutko.
“Yakushev’s connections with Sobyanin should not be exaggerated; he has long been severed from the umbilical cord,” argues an acquaintance of Yakushev. According to him, Yakushev was clearly not interested in moving to Moscow: he felt comfortable in Tyumen.
“Again, not a builder...” is how a large contractor comments to Vedomosti on Yakushev’s appointment. Yakushev is a lawyer by training. Considering that Mutko had not yet dealt with issues of construction and housing and communal services, they were looking for a person who had experience in economic work to replace the minister, the Dozhd TV channel reported.
My representative did not comment on his resignation, noting that this is “a decision of the president and prime minister, which is not discussed.” Before his appointment as minister, Men was also a governor - he headed the Ivanovo region. I cannot be called a popular minister, says his colleague: he is a cautious politician and preferred to have equal relations with everyone in the government. His team has undoubtedly achieved some success, he continues. For example, during the work of the Ministry of Construction, the volume of commissioned apartment buildings increased (from 26.9 million sq. m in 2013 to 44.9 million in 2017), mortgage rates decreased to 9.79%, and in 2017 set a record in terms of the volume of mortgage loans issued - 1.1 million loans worth more than 2 trillion rubles. The problem of defrauded shareholders has begun to be systematically addressed.
Experts note successes in the housing and communal services sector. “The program for resettling citizens from emergency housing has been completed in most regions, and development is underwaya new, constantly operating mechanism. A system of capital repairs of apartment buildings has been launched, financed not from the budget, but from the residents themselves. A mechanism for investment in public utilities based on concession agreements has been launched. Reform is being carried out in the field of municipal solid waste management. A new project has been launched to create a comfortable urban environment,” says Alexey Makrushin, general director of the Housing and Communal Services and Urban Environment Association. But most importantly, according to him, during this time the population ceased to consider housing and communal services as one of the most pressing problematic issues.
The course for the next six years has already been outlined by President Vladimir Putin: a transition to project financing and an increase in housing commissioning to 120 million square meters. m per year, comments the President of the Granel Group of Companies Ilshat Nigmatullin. Among the areas that may become priorities for the Ministry of Construction in the coming years, he names the introduction of digital technologies in construction and the implementation of the principles of a “smart city.” “In the future, we expect new initiatives from the government and the development of tools to increase the affordability of housing for the population,” says Nigmatullin.
Over the past 6 years, the Ministry of Construction of the Russian Federation has managed to reduce the number and cost of administrative procedures by more than half, which is an excellent indicator, says Andrei Nazarov, co-chairman of Business Russia. In his opinion, the construction industry needs to continue to follow the path of “de-bureaucratization”; it also needs to improve legislation. “Today, 80% of housing is built using funds from the population, and bank loan rates are at 11%, which makes them obviously losing in comparison with attracting funds from the population. It is necessary to provide additional instruments for financing the activities of developers, in particular project financing,” Nazarov believes. It is also necessary to further reduce mortgage rates: the optimal rate at which the number of home buyers doubles is at the level of 7%, says Nazarov.
“The new head of the Ministry of Construction has successful experience in creating favorable conditions for investors as governor of the Tyumen region. During the work of Vladimir Vladimirovich [Yakushev], more than 20 large production facilities were built in the Tyumen region, more than 4,000 jobs were created, and the pace of construction and oil production increased. Therefore, the business community sees prospects for developing a constructive dialogue with the new government,” says Nazarov.
