Sometimes the hobby of golden youth becomes not very safe for others, and they drive through the streets of the city at breakneck speed, at the same time demonstrating their tricks in real time in in social networks. And someone's hobby is that they create high-profile projects and show everyone to the world that they can achieve what others did not succeed. Denying the structure of the market, violating the law of conservation of energy and presenting another perpetual motion machine, which, in their opinion, not only works, but also has good commercial prospects. Usually I don’t care about such stories, after all, why climb into the small world of a specific person who amuses himself and his pride with meaningless exercises, but in a story with a virtual mobile operator"Atlas" stars converged so that it is impossible to pass by. Firstly, this is my immediate subject and the project has been virtually existing since 2013. Secondly, when I just mentioned that there is nothing in this project, its founder Evgeny Gordeev appeared in my comments and “explained” my wrongness. It is a pity that these explanations did not carry a semantic load, but only showed how the founder of the Russia Ventures fund, Evgeny Gordeev, loves and appreciates his hobby and does not want anyone to think that it does not exist. However, let's deal with this most serious story in order, especially since quite specific people managed to get dirty in it, who revealed long-standing problems of the media.

What is "Atlas", the beginning of the project in 2013

The first mention of the Atlas virtual operator appeared in 2013, Evgeny Gordeev shared his idea, which instantly resonated with any sane person - he proposed creating an operator that would distribute its services for free. Just imagine that you pay monthly 300, 400, 500 rubles to some of the federal operators, and then a player appears who works on their own networks, gives the same quality of communication, but does not cost you anything. Only a fool would refuse such an offer, because the Atlas project solves the most urgent need, namely, removes the need to pay for communication. I am sure that if such an operator started working, and millions of people in Russia and in the world would instantly become its subscribers, it would suspiciously quickly gain popularity. But there is always a small hitch, any banquet eventually has to be paid for by someone. Who could it be in the case of Atlas?

The model presented in 2013 did not differ in special details, a certain package of minimal services was obtained free of charge due to the advertising monetization model. That is, the subscriber of "Atlas" also became a consumer of partner services, and already the money of partners went to pay for mobile communications. This approach sounds sensible exactly until the moment when you sit down and do your homework, trying to calculate similar programs from banks, when up to 3% of your expenses are returned to your card and you can pay for mobile communications with them. The fact that the video is an advertisement for Atlas has nothing to do with journalism, there is no doubt. This is reading the advertising text, but the more valuable the video, since it both tells about the business model and provides very specific arguments and statements. It also mentions the world experience in the field of MVNO.

For those who still do not understand what a mobile virtual operator is. This is an operator that does not have its own infrastructure, base stations, but works on the network of one or more real operators, selling their services under its own brand. For example, Yota is an example of a combined operator, they have their own billing, as well as pieces of their network, but the main infrastructure belongs to MegaFon. Why is this operator not best example MVNO? The answer lies in the fact that Yota is wholly owned by MegaFon, this is an example of brand differentiation and definitely not an MVNO in the classical sense.

In Russia, laws allowing the organization of MVNO appeared a long time ago, the legislative framework was well combed already in 2013, and everyone could try their hand in this direction. But the problem, both then and now, is that federal operators are not required to give access to their infrastructure for free, they sell traffic for quite real money. Moreover, the cost of wholesale traffic from operators is so high that it is easier to buy it within the framework of corporate tariff plans and not invent any MVNO if you are creating a network for your own use. Reselling traffic under its own brand has limited scenarios in the Russian context, but it is quite workable. And there are already dozens of such operators, for example, we can recall Sim Telecom from Andrey Romanenko, which was launched on the Beeline network, the name of the Sim Sim project, it is focused on migrants. There are a lot of examples of already implemented MVNO projects, each of them is efficient and created taking into account all the features of the legislation. For example, the same SIM Telecom received three licenses for communication services, which can be viewed on the website of the relevant department at the link.


Please note that the licenses indicate not only the type of connection, but also the date when the provision of services began. If the operator does not start providing services by this date, the license will be cancelled. In fact, it is important for MVNOs to obtain licenses for:

  • Communication services for data transmission, except for communication services for data transmission for the purposes of transmission of voice information
  • Telematic communication services
  • Mobile radiotelephone services

Each license also indicates the territory, for example, Moscow and the Moscow region. Obtaining licenses for the entire territory of the country is often expensive and makes no sense for MVNOs.

I sincerely tried to find the Atlas operator in the register of licenses, a representative list falls out by name, but in it most of the licenses are either expired or refer to companies in the regions of Russia (this can be found by searching by TIN). There is not a single company even remotely similar to the Atlas project.


From the video it is known that in the summer Atlas begins distributing SIM cards in Moscow, it is impossible to do this without a license for communication services. I took extra time to review all the licenses for this territory, but I couldn't find any new names. However, let's assume that the registry is not updated well, the license exists, it just didn't get there for some reason. Suddenly? I try to interpret everything in favor of Atlas.

Let's remember the words of Yevgeny Gordeev: "Atlas" is an ordinary virtual operator, built on the basis of one of the federal leaders, operating throughout Russia. This is the same standard SIM card that is suitable for every smartphone or regular phone. Atlas allows you to make calls, send SMS, use the Internet, high-speed 3G / 4G (LTE). In principle, this is an operator that is absolutely familiar to us, with only minor differences.

This information is very easy to verify, since the federal leaders in Russia can be counted on the fingers of one hand. To make the story easier for Atlas, let's add Yota and Tele2 to the Big Three. Just in case, so that there are no omissions.


Konstantin Prokshin, who is in charge of PR at Tele2, publicly replied that the company has no relationship with Atlas, and the information given by Gordeev that the contract was concluded with Moscow Cellular Communication LLC is impossible. Here is what he said: “Colleagues, according to today's news about Atlas:

We have no contractual relationship with this project and categorically deny the fact that this MVNO works on our network.

In addition, it is impossible to conclude an agreement with Moscow Cellular Communications. MCC OJSC was merged with T2 Mobile LLC in June 2015. Since this is a hobby for Mr. Gordeev, he is not responsible for his words, he mentioned on Facebook that his company works with the non-existent MSS LLC. When his words were denied, he simply stated that it was a joke and it was worth waiting for the official press release. We waited for him, as well as for his words that Atlas was working on the network of the “federal leader”.

I was not lazy to call all the companies. So, here is Beeline's answer, Anna Aibasheva: VimpelCom has no relationship with the Atlas operator. MegaFon responded differently: “No one in the company has conducted and is not negotiating with Atlas, the company does not know anything about this company.” In Yota, they answered in a completely different way: “Who is this? We haven't heard anything about them." In MTS, the answer was detailed, but I will not give it in its entirety, only the main part from Dima Solodovnikov: "The company has no relations with Atlas."

A strange situation is emerging. Mr. Gordeev publicly claims that his company is working with a federal operator, but each of them denies this and does so publicly. All companies stated that they have no relationship with Atlas. Attempts by journalists to find out something from Gordeev about a partner turn into meaningful silence or joking. From this we can conclude that there is no such partner.

Let's go back to the story about the mentioned article in Kommersant, that allegedly from the end of July, operators will not be able to refuse MVNOs and the telecom market will heal differently. Here is the original of this article.

Let's read the text, it quite correctly describes the situation with MVNO. In 2012, or rather on July 25, licenses for MVNO were raffled off for a period of 10 years. Under the terms of the licenses, the operators were obliged to provide the winners of the competition with access to their networks, and these are companies that are not affiliated with the operators in any way (Yota is not considered an MVNO in this aspect, since it is affiliated). Under the terms of the license for LTE communications, the operator must ensure the possibility of connecting MVNOs in any five regions of Russia no later than July 25, 2016. Keyword this offer is an opportunity. Not an obligation to join someone for free, but to give such an opportunity.

The article lists all the players in the MVNO market and gives their names, Atlas does not appear there, since it is impossible to add a company that does not have a communication license at the moment.

Therefore, naive arguments that after July 25 federal operators will suddenly start giving everyone access to their networks remains a utopia. It is necessary to obtain communication licenses (regardless of the operators, this is the task - to take them from the state), in parallel or then agree with the operators on what conditions and how they will give access to their network. Another non-trivial task is to get access to billing, certify it or use someone else's, without which not a single operator will be able to work.

I can't imagine how a virtual operator can get started without having formal documents that are not too easy to obtain, for this you need to at least start working on obtaining them. None of the dozens of officials involved in this topic could answer that he recalled the work of obtaining such documents for Atlas or some other operator.

What can I say? Apparently, this was a joke by Evgeny Gordeev, and he again “joked” in the video, so far there is not a single sign that there are real steps behind this project, even for a distant future.

Let's look at the application that Atlas created for its subscribers. The commercial does not hide the fact that people with high social media weight will receive an additional bonus. Why? This is not revealed. In fact, the application does not provide mobile communication, and this violates the App Store agreement, since one thing is advertised, but in fact user information is collected and the ability to track their actions, the video says this directly, the program monitors your activity on the phone (remember the moment about Telegram). Further, the proposed model where you get bonuses for downloading apps cannot be implemented on iOS, downloading any apps outside the App Store is prohibited unless you have a jailbroken phone. On Android, this is possible, but are we talking about the fact that there should be the same conditions everywhere? For iOS, this monetization channel is not available as a class.

The value of the base of users who want to get free communication is zero for federal operators. Imagine that Mr. Gordeev comes to them and says that he is able to give, for example, MTS a million or even ten million subscribers. Each of which is not ready to pay for communication. For the operator, this means that they lose subscribers, which bring them 200-250 rubles on average, and receive a net loss. Instead of guaranteed money, they simply burn it and give the connection for free. For the operator, this is an unimaginable situation, he cannot afford to do so.

Further more. The cost of infrastructure development and its depreciation is such that de facto barrage prices are set for MVNOs, the cost of the final product is not less than that of the parent operator. As a result, getting a cheap connection will not work. And what should Atlas do?

It is possible that this project will try to sell its virtual subscribers to someone else, I only think of spammers who are ready to buy such data and send information there. Those who have not fully registered in the application are already receiving several annoying emails.

And the way SMM is distributed on the network, what reviews are written under the application, suggests that the advertising campaign was paid, because today there are already Atlas “users” who like communication. Virtual operator, virtual subscribers.

You can talk about a non-standard move when Atlas hired Maria Lapuk for a day as a press manager, who only answers questions on May 31.


But why? I was sincerely surprised by people who position themselves as professionals in PR and get involved in advertising dubious projects. But, by the way, today you can ask quite specific questions to Maria Lapuk about whether Atlas has licenses, which of the federal operators supports the project, given that they all disowned it. There are more questions than answers.

One thing I can say for sure. Evgeny's hobby is quite harmless, it's much better than making a crazy ride around the center of Moscow and avoiding a police chase. In the end, someone breeds fish, someone comes up with seemingly cool businesses. To each his own.
