But in 2018, the situation should change dramatically, as three residents are going to start production in Titanium Valley. One of them, Zibus, plans to do so in the near future. That is why the site went to Titanium Valley to assess what has changed in three and a half years. The guide was its director - Artemy Kyzlasov.

No longer a field

The area of ​​"Titanium Valley" is 300 hectares. So those few buildings that have been built are still being lost. But it is clear that this is no longer a field, but a construction site on which a special economic zone is slowly, but emerging.

First of all, we stopped at the headquarters of the "valley" - it is built from prefabricated structures and is somewhat reminiscent of a village council. 12 employees of the management company "Titanium Valley" are constantly working here.

While we are waiting for Artemy Kyzlasov, we are considering the project of a plant for the production of OSB-plates, in the construction of which the STOD company (" Modern technologies wood processing") will invest 10 billion rubles. This is the largest project in the "Titanium Valley" both in terms of area (it will occupy 68 hectares) and in terms of investment. Now it is undergoing state expertise, and construction will begin in late spring - early summer.

Customs is OK

The objects in the "Titanium Valley" are at a considerable distance, and therefore we get to them by car. While we are going to the customs post, I ask Artemy Kyzlasov some philosophical questions.

You have been working on this project for many years. But each time you have to explain why production has not yet been launched. Isn't it embarrassing?

No offense, of course. I understand why the process goes so fast. In any case, it is necessary to explain the reasons for this. If the construction of a house costs one hundred rubles, then it will not be possible to build it for either fifty or seventy rubles.

- But in the end, "Titanium Valley" became a long-term construction project.

No, it's just that the plans were initially more optimistic for those structures that conceived the project - these are regional and federal departments. Then the situation in the economy made its own adjustments. As a result, funding was stretched over time. For example, because of this, we built the infrastructure not in parallel, but sequentially.

The treatment facilities, which are designed for domestic wastewater, are already ready, - says Artemy Kyzlasov, when we drive up to the customs. - Rainstorms will be completed in the near future. Our customs infrastructure is also ready. As soon as we transfer it to the balance of the Federal Customs Service, it will be possible to enter the Titanium Valley only through it.

- The main claim to the "Titanium Valley" is that money is being spent on it, but there is no result in the form of working industries yet.

Now, as you can see, it is far from the field. But a special economic zone is not a nightclub, and therefore there will never be an outwardly seething life here. I will say that 2017 is Last year large-scale infrastructure construction, but 2018 should be the year when production will start working. I expect that three residents will actually earn money.

- But, as far as I understand, some investments are still needed to complete the construction of Titanium Valley. What amount are we talking about?

In the minimum execution - about 700 million. They are needed to bring the networks to all residents, plus some finishing touches are required.

Globally, there are two more objects - 1.6 billion are needed for the reconstruction of the railway station and about one billion for the reconstruction of the substation. But these are already more distant plans. STOD will have its own generation. And we are negotiating with them that it should be modular and that it would be possible to increase the capacity as much as possible.

First working machine

There was not a single type of infrastructure in the city that could somehow be used by us, - continues to explain Artemy Kyzlasov, while we are moving to the Zibus plant. - We have built water conduits, a substation, a sewerage and treatment facilities, we also had to pull gas through the whole city. If the site were located in Tagil, it would be much easier and faster to launch it.

Second moment. Quite optimistic financing schedules were taken. Under them, construction plans were developed, we announced them. But the funding was not confirmed, and therefore the deadlines were shifted.

- According to the original plan, when should this state of affairs have been reached?

I think that in the third year of construction ( started in December 2010. - Approx. ed.), that is, in 2014. Now we should have already filled the site, we should have started production at 6-8 residents. But it all depended on funding. There was as much as there was.

- They wrote that Zibus would be the first resident to start production. But it doesn't look like it will happen any time soon.

This will happen when they debug the first machine installed. Here, of course, while the situation is not very beautiful. But the equipment is being adjusted - gradually the entire space will be filled with such machines. Zibus is a small business on a global scale, and therefore they will gradually increase production.

- It turns out that you work with residents of a very different scale: there is a giantBoeing, and there is a small company "Zibus".

Of course it is. But the significance of this resident for Russian surgery is about the same as Boeing for titanium processing. They will make an ultra-modern surgical instrument, which has simply not been produced in Russia before.

This is the real sector of the economy, which we are trying with all our might to raise. Boeing, regardless of Titanium Valley, will develop. People like Zibus need real support. I am sure that they will be able to become a global company.

- What ratio will you have between such large residents asBoeing, and small ones like "Zibus"?

In a good way, one Boeing should have a dozen or one and a half such as Zibus. Now we have Boeing and STOD. And one major resident is yet to appear. The rest will be medium and small in size.

This is our ideology: there are large factories, and small enterprises developed around them. Initially, there was an understanding that titanium would take about a third.

- Do you understand who will become that third anchor?

Yes, but no final decision yet. We have two options: either it will be associated with the production of components for metallurgy, or another major manufacturer of building materials.

- When will the decision be made?

We hope that this will happen in May.

- And how did woodworkers appear in Titanium Valley?

They came through the "Corporation for the Development of the Middle Urals." STOD simply could not find in the region such a well-prepared site as in the "Titanium Valley". Plus, they needed administrative support, since we are talking about an investment of 10 billion rubles.

- But STOD had some problems - they even paused the project in the "valley" for some time.

There were negotiations between the regional government and the investor about the forest fund. And at some point they stopped, because the STOD did not suit the proposed options. And at some point they said that if so, then it makes no sense to build a site in Titanium Valley. But efforts were made and a way out of the situation was found.

Boeing secret machines

In the meantime, Boeing is the largest resident of Titanium Valley. In fact, for the sake of this production, the project was started. True, there was a risk that, due to sanctions, the Americans would refuse to launch a second joint production with VSMPO-Avisma, but business interests turned out to be higher than political ones.

The first stage of the plant - a workshop for 19 thousand square meters- already built. Now machines are being installed there, but it is strictly forbidden to take pictures inside.

I'm not ashamed to bring my son here and show him what happened, - admits Artemy Kyzlasov. - Boeing has two such objects in the world, besides ours. And it is very important that titanium finishing will be developed here. It was worth spending five years of your life for this.

- I understand that I was engaged in the construction of this workshop Management Company"Titanium Valley?

Yes exactly. Having built this box for Boeing, we earned about 60 million rubles. Not very much for such a contract, but it was our first experience, it was very difficult.

For example, foundations for large gantry machines are not just a flat floor: a lot of communications are laid inside, mortgages for mounting the machine. They have very high horizontal accuracy. That is why only one building costs 1.5 billion rubles.

- We see that two large machines are already standing. When does Boeing plan to launch the plant?

In September of this year. We have a team of Japanese people living here who are adjusting the equipment. On these machines they will make landing gear, wing chords. These are one of the most important parts of any aircraft. This means that every Boeing aircraft you fly will have parts made in Titanium Valley.

Last year, it became known that the Titanium Valley would have a second stage - on the territory of the former Uktus airport. Its area is 95 hectares, which will accommodate 10-12 residents. The Ural Civil Aviation Plant will become the anchor - it already has production there. In particular, they plan to produce L-410 aircraft there. In total, residents should invest 8 billion rubles in the second stage of the Titanium Valley and create 1,100 jobs. In February, an application for 3,400 sheets was sent to the Federal Ministry of Economics for the second stage to be given the status of a special economic zone.

- Was there no second site in the original plans?

Yes, it’s just that the region has the opportunity to acquire completely new competencies, when a purely metallurgical region suddenly begins to assemble aircraft. Let it be the L-410, which cannot be called the most modern, but which can land on almost any surface.

Most importantly, local companies have the opportunity to produce aircraft components. For example, we found the Sibeko company, which produces seats for high-speed trains and special vehicles. They can also make seats for airplanes. Sibeko has already passed the expert council and is preparing to receive the status of a resident of the second stage.

- Do you see yourself as the head of Titanium Valley after it is launched?

I have never been in operation. So at some point I will step away from project leadership. But while we are launching, I am very interested. There is work for at least three more years.

I want to show at Titanium Valley that a management company can be effective as a separate business unit and take control of private industrial parks.

Order of the President of the Russian Federation Vladimir Putin about the closure of 10 special economic zones (SEZs) could have far-reaching consequences for the only SEZ in the Urals, Titanium Valley. After several years of infusion of budgetary funds, not a single production was launched on it, and now, probably, the special economic zone is waiting for "visits of operatives and seizure of documents, sanctioned, in fact, by a personal statement of the head of state." Some government officials at the same time cite concrete examples actions of the leadership of the Titanium Valley, which actually cast doubt on the legality of a number of large transactions, including those worth more than a billion rubles. The CEO of Titanium Valley, meanwhile, vehemently disputes the existence of "problems". Artemy Kyzlasov is sure that no one will dare to stop financing the site, where large international companies “should be placed in the future”.

Russian President Vladimir Putin instructed the government to close 10 already existing SEZs. The Ministry of Economy of the Russian Federation should improve the institution of SEZs and develop uniform approaches to SEZs and priority development areas. The remaining economic zones should be transferred under the control of the constituent entities of the Russian Federation. The management of the Titanium Valley SEZ, the beneficiary of which is OJSC Corporation for the Development of the Middle Urals (one of the most infamous projects of the ex-governor of the region Alexander Misharin), has already rushed to disown accusations of inefficiency and forecasts about the closure of the SEZ. We have not received these two billion yet. To date, only about 1 billion rubles have come from the federal budget. The region gave about 1.8 billion more. Total - 2.8 billion rubles. By the way, the report of the Accounts Chamber indicates that it was precisely because of insufficient funding that Titanium Valley did not achieve the required indicators. In 2013, instead of 1.2 billion rubles, we received only 500 million rubles and were unable to provide residents with the necessary infrastructure. Due to the fact that the residents were unable to start production on time, there is no revenue.

But even what we have already received and will receive in the future is a colossal amount of investment. Special economic zones are created in order to develop a certain territory of the country. And the existence of the "Titanium Valley" is a strategic necessity for the country to concentrate further redistribution of titanium around VSMPO-AVISMA. Because if this does not happen, then an enterprise from the world's largest titanium producer best quality in 7-10 years it will roll down to the position of a regional plant.

— I think VSMPO would be very surprised to hear that its position in the world market depends on Titanium Valley.

— Federal funding for private projects is hard to imagine. I'm not saying that VSMPO will not cope with the development own production in your territory. I am talking about the fact that it is fundamentally important for the country that this production develop and grow at a different pace. VSMPO is only a key player. And, of course, they cope with the development of their own capacities, their own machining, etc. But a special economic zone is infrastructure and special legislative regimes. This is a guarantee from the state of the immutability of the rules of the game for 50 years. This is a very important parameter for foreign companies. Because when you plan to manufacture titanium parts for aviation, you should not be influenced by short-term factors.

- I was at VSMPO - everything is fine there: a huge contract, they work in three shifts. They don't need you.

- VSMPO is the main lobbyist for the creation of the "Titanium Valley" in Salda. We create conditions for titanium processing production to develop side by side. We cannot create a new industry.

- Okay, but how can you correlate with the industry, for example, the production of ceramic tiles and sanitary ware? Not so long ago you announced a resident contract with Roves.

Ceramic tile gives, by the way, a greater effect for the region than Boeing. Do you know why? This is the development of domestic production of raw materials, these are jobs in quarries. They will invest about 75 million euros in the construction of the plant and will create more than 400 jobs, including for women.

- This is a competitor to Uralkeramika. Rovese will have tax breaks, the local business will not. Where is the import substitution that our president is talking about?

— It is not a competitor to Uralkeramika. They work in different niches, in different price categories and in different markets. The market capacity of the Sverdlovsk region in terms of tiles is 2 million square meters. m. And Rovese is building a plant with a capacity of 20 million square meters. m per year. Their main markets are Central Asia, the Middle East and Siberia.

“Such specialists already live in Salda. There is a Ural Boeing Manufacturing plant, and Americans walk the streets, restaurants and bars there. At lunch or in the evening in a cafe you hear English speech. 80% of the top VSMPO-AVISMA are Muscovites. Yes, there are probably 30 percent from Salda, and the rest are from Moscow, Yekaterinburg or foreigners. I am also from Moscow, but I live and work in Yekaterinburg, because it is very interesting for me here.

- Wait a minute, you occupy a quarter of the floor in Vysotsky, travel the world, attending various exhibitions and presentations at public expense, justify considerable hospitality ... I am sure that none of your employees even in a nightmare sees moving to Verkhnyaya Salda.

So I will go to Salda. And my employees will go. Because the motivation here is not money. They will only work because they are interested. Our office is located in Yekaterinburg, since now the main work is here. I have been moving the management company to Salda for three or four months now. I already have tentative moving schedules.

— Do you want to say that in 4 months the management company will be located in Salda?

- I want to say that by the beginning of the next construction season, in April, all design and construction services will be located in Verkhnyaya Salda. What I said, I always did. Maybe not right away, maybe a little longer, but he always did. I said there would be federal money, I got it out. I begged them, went out, trampled them.

“Will they be now?”

- Must. The point of no return has already been passed.

“Titanium Valley received a billion from the federal budget; we built on it this year. Completed almost entirely. Naturally, we did not immediately pay all the money to contractors: we placed a billion on deposits. And they earned a lot of money on this, due to which, among other things, this office is maintained. Our rates reached 30% at the beginning of the year, now they are around 13%. If we take the average rate on corporate deposits, you will see that we place 2-3% higher than the market offers in general. We have earned more than 100 million rubles on this.

What bank did you keep the money in?

— In Sberbank. Before the New Year, we had a three-month deposit at 29.9% per annum. We were checked by both the local and federal activists of the ONF, and their assessments - if not in superlatives, but in a very positive way. At a meeting with President Vladimir Putin, four zones were called working and two actively developing. We are among them.

- For 2016, the governor refused you regional money. I think there will also be problems with the federal ones after the scandal of the ONF. How will you build?

- While reinforced concrete, I can not say that the money will be. I really hope they will. And of course, I do everything to ensure that they appear.

The main problem with Titanium Valley is that I can't schedule even two years ahead. Because in September they tell me: next year you will have 600 million rubles - I draw a construction schedule, I even start bargaining so as not to lose time, and then three months pass, and they tell me: there will be no money. What should I do? close? No I start smearing this money like semolina on a plate, as in the famous fable. And my contractor becomes a crane that does not eat this porridge with a spoon, but pecks.

- Let's imagine that Dmitry Kozak (deputy chairman of the government of the Russian Federation in charge of the SEZ - ed.) will not give money. You have, in my opinion, 300 million rubles in your accounts, in April you move to Salda, pick up shovels, and ...

— The money that I have now will allow to complete and put into operation the infrastructure that is needed for current and two or three more future residents. So I will finish it and at the same time I will work to get money for further development infrastructure.

To date, Titanium Valley has built:

External networks: gas pipeline - 8.4 km; industrial fire-fighting water supply - 3.4 km; domestic and drinking water pipeline - 2.8 km; gas metering point; electrical substation "Titan" 110/10 kV; removal of two power lines: VL 110 kV and VL 6-10 kV

In-site works and facilities: vertical planning of the territory; fencing; power supply networks; gas pipeline

Temporary facilities: temporary customs point; information pavilion.

In early 2016, it is planned to complete: water supply networks (80% readiness); sewerage networks (readiness 70%); 1st stage of construction production complex for a resident of VSMPO-New Technologies (90%); 1-3 stages of on-site roads; road access to the site; treatment facilities; boiler room for the needs of customs and treatment facilities.

At the design stage: Permanent customs post; branch railway to the site.

- So you are saying that the infrastructure backlog and the money in the accounts will be enough for today's residents to be able to enter the site and start building their production?

- Yes, and put them into operation after some time. Someone needs a year to build, someone - three. Depends on the situation. That's enough money for that. And I am not starting this process... I emphasize: I am finishing it now. Those skeptics, critics, public figures and deputies who shouted that there was nothing in the Titanium Valley stopped doing this after a trip to the site. Because you can't refute reality. You start to look like a madman if you deny obvious facts.
