The project has lost its relevance against the backdrop of the creation in Russia of the NSPK under the Central Bank, which at the end of this year will begin issuing the national Mir card. The PRO100 project was launched in 2010. This is Sberbank's own payment application used in the Universal Electronic Card (UEC) project, which is controlled by Sberbank (86.8%). PRO100 replaced Sberbank's previous card project, Sberkart, which was not widely used and was closed in 2012. To date, more than 2 million PRO100 cards have been issued.

Banks showed no interest in issuing PRO100 cards before the sanctions. Initially, Sberbank planned to distribute PRO100 as part of the mandatory issuance of cards (UEC) to all citizens with the PRO100 payment application. However, later it was decided to issue the UEC only on a voluntary basis. The revival of interest in the project was facilitated by the imposition of sanctions in March 2014, when the SMP-Bank and Rossiya banks that fell under them were disabled by Visa and MasterCard. They were able to ensure the operation of their cards by connecting to the UEC. Subsequently, banks that fell under sanctions, including those in Crimea, began issuing PRO100 cards as exclusively banking ones, since access to issuing cards of other payment systems was closed to them. In August 2014, Sberbank itself tried to support the PRO100 project, announcing the start of their issue.

The launch by the Central Bank of the national payment system of the Central Bank made it meaningless to further promote PRO100. According to market participants, it is actually impossible to realize a positive scenario - the sale of PRO100. “Given the expected launch of NSPK cards, I do not see a buyer on the market who would now be interested in buying a payment application different from the common ones,” says Yuriy Bozhor, Vice President of KhMB Otkritie Bank. The only real interest in purchasing PRO100 may be banks that are now actively issuing these cards - the sanctioned largest bank in Crimea, RNKB, and Rossiya Bank. Since the first issue of national cards is scheduled for the end of 2015, these banks could benefit from PRO100 for the transition period and for further servicing of issued cards. The RNKB did not comment on the possibility of buying PRO100. Rossiya Bank did not respond to a request from Kommersant.

The possibility of selling PRO100 specifically to sanctioned players is complicated by the fact that the application works on the basis of MasterCard's MChip. “PRO100 is not alienable from the UEC, it is just a payment application that can be transferred to the buyer in the form of an exclusive license, that is, the right to use technologies,” says Nikolay Smirnov, Chairman of the Board of Directors of Golden Crown. Whether MasterCard will agree to transfer the rights to use the MChip underlying the PRO100 to sanctioned players is a question. MasterCard declined to comment on "rumors and speculation."

However, the sanctions banks are already looking for a way out. It was Rossiya Bank that was the first to insure. As Kommersant was told at the bank's call center, cards of two systems are issued there - not only PRO100 cards, but also the United Settlement System (ORS). So far, ORS, which specializes in combining ATMs of Russian banks, has not announced the issue of cards. In the ORS, under the conditions of sanctions, they do not seek to advertise the innovation. “The company does not have such pilot projects and is not planning to,” said Igor Zotikov, chairman of the board of ORS. However, according to Kommersant's interlocutors, this project exists, and cards are being issued.
