News of Belarus. The performance of the Belarusian team at the World Rowing Championships turned out to be ambiguous, the Sports Week program on STV reported.

In 2017, the World Rowing Championships were held in the USA. Based on the results of the World Cup stages, only 3 men's crews managed to qualify for it. And it had to happen that it was in this region, some tens of kilometers from the rowing canal, that Hurricane Irma raged. But when preparations for the regatta were underway (and this is not one month), no one thought about the hurricane. The rowers were preparing as usual, and 2 weeks before the start they were supposed to arrive in Sarasota.


We need racing experience in other climates because Olympic Games we also go through. Will be in Japan. Therefore, I think that it is convenient - not convenient - no one asks us about it.

It was not possible to arrive at the competition site in time. After problems with buying tickets for the right date, adventures with a flight to the United States followed. This is where the already mentioned hurricane intervened in the course of events.

They immediately said that they would not cancel or postpone the World Championship, because so many teams were at the training camp there, even before the hurricane.


From the 14th to the 16th we flew for two more days across Europe: Frankfurt, Zurich and so on. In the end, instead of the 2 weeks planned for preparation and acclimatization, we only had 9 days left.

What result can be expected from athletes after such misadventures? This question, partly rhetorical, we asked the mentor of the team.

Yuri Rodionov:
We failed to realize our potential. There are very objective reasons for this. They probably learn from mistakes. I think that the mistakes are not in terms of preparation, but errors in the timing of arrival, arrival and acclimatization.


This World Championship, and together with it all the stages of the 2017 World Cup, are the first, so to speak, “trial” starts of the new Olympic cycle, the crown of which will be the games in Tokyo. The composition of our team today is a test of the work done yesterday. The team includes both young people and experienced rowers, for example, Stanislav Shcherbachenya, a single skater. Today he is 32 and for an individual this is the golden age.

It would be already difficult to count on some super-tasks that we will be able to solve it, but in terms of the creative, productive and victory-oriented work of the crew, we are counting. She is capable of doing it. There is a selection for her status and skill level.

Having mentioned the “rowing queen” Ekaterina Karsten, it would be simply unforgivable not to talk to her mentor - the one who led her to Olympus - Anatoly Kvyatkovsky. Moreover, now he works at the Sports School for water sports with a new generation of academic rowers. The master says that then 20-30 years ago it was much easier to work than it is now.

Summing up our visit to the rowers, we note that the work is systematic, calm, and even bad weather, up to a hurricane, does not frighten them. As for the selection for the Olympics, it will traditionally take place at the world regatta in 2019.

News of Belarus. At the championship of Belarus in rowing on simulators "Concept", which is taking place these days in Minsk, on December 23, athletes determined the strongest at a distance of 2000 meters, the STV-Sport program reported.

Rowing in Belarus has been and remains one of the priority sports. Starting from the second half of the 20th century, the Belarusians were the leaders of the rowing teams in the USSR national team, regularly winning gold medals at the Olympics. The famous athlete, who was born in the village of Osechtno, Krupsky district, Minsk region, took part in six Olympics, starting with the Games-92 in Barcelona. And in five of them she won medals, while becoming a two-time Olympic champion (victories in Atlanta 1996 and Sydney 2000 in singles). Six-time world champion. She was awarded the Order of the Fatherland of three degrees and the Order of Honor.

Ekaterina Karsten was unlucky only at the London Olympics: the Belarusian took 5th place, for the first time in 20 years she did not climb the Olympic podium. As it turned out later, Catherine the Great performed at the main start of the four years with a broken rib.

The stars of the first magnitude are the brothers Alexander and Andrey Bogdanovich, who compete in the two-man canoe - Olympic champions in Beijing 2008 and silver medalists of the 2012 Olympics in London. Belarus to host two world rowing championships

Belarus has two rowing bases of international level. This is a modern and multifunctional sports and entertainment complex - the Brest Regional Olympic Reserve Center for rowing, built in 2007, and the Republican Olympic Training Center for rowing in Zaslavl.

The presence of an excellent technical base, together with the success of Belarusian rowers in the international arena, allowed Belarus to claim to host competitions of the highest level. Thus, our country has already hosted the European Rowing Championship (Brest, 2009), the World Rowing Championship (U23, Brest, 2010), the European Rowing Championship among juniors (Zaslavl, 2013).

In 2014 Zaslavl will host the World Championship in kayaking and canoeing among students, and in 2016, the same place will host the World Championship in kayaking and canoeing among youth and juniors.

I . GENERAL PROVISIONS

1.1 . The public association "Belarusian Rowing Federation" (hereinafter referred to in the Charter - PO "BFG") is a voluntary public organization created on the basis of a free association of athletes, coaches, sports judges, academic rowing experts, as well as rowing enthusiasts involved in the development and popularization of rowing in the Republic of Belarus.

1.2 . NGO “BFG” carries out its activities in accordance with the Constitution of the Republic of Belarus, the Law of the Republic of Belarus “On public associations”, other acts of the legislation of the Republic of Belarus and this Charter.

1.3 . NGO "BFG" cooperates with state authorities and administrations, public organizations, voluntary societies, creative unions, enterprises, media and other organizations on the basis of equality and partnership.

1.4 . NGO "BFG" can join international unions (associations) of public associations, maintain contacts and communications with them, in accordance with applicable law, conclude relevant contracts and agreements.

1.5 . NGO "BFG" is a legal entity, has an independent balance sheet, seal, stamps and letterhead with its name, accounts in banking institutions. In cases provided for by this Charter and applicable law, organizational structures NGO "BFG" can be granted the rights legal entity. NGO "BFG" may have its own symbolism, which is approved by the conference of NGO "BFG" and registered in the prescribed manner.


1.6 . NGO "BFG" has the status of a republican public association, operates on the territory of the Republic of Belarus.

II. GOALS, OBJECTIVES, SUBJECT AND METHODS OF ACTIVITY

2.1. The main objectives of the activities of the NGO “BFG”:

Contribute to the development of rowing in the Republic of Belarus;

To create favorable conditions for the disclosure of the physical and creative capabilities of athletes, coaches and other members of the NGO “BFG”.

2.2 . The main tasks of the NGO “BFG” are:

Promoting the active development of physical culture and sports in the republic;

Participation in various academic rowing competitions;

Assistance in raising the level of sportsmanship of rowing enthusiasts;

Creation, in accordance with the procedure established by law, of clubs and sections for teaching academic rowing;

Organization of training camps, courses, methodological seminars for the training and advanced training of coaches, referee staff and other rowing specialists;

Protection of rights and sports achievements its members;

Formation of national teams of the Republic of Belarus in rowing;

Establishment and development of creative and business contacts with sports organizations of other countries, organization of business trips and internships for members of the NGO “BFG” to sports centers of these countries;

Participation in the development of draft decisions of state authorities and management on rowing in the republic.

2.3 . The subject of activity of the NGO “BFG” is the activity aimed at the organization, development and popularization of rowing as a sport on the territory of the Republic of Belarus;

2.4. The main methods of activity of the NGO “BFG” are:

Organization of Championships of the Republic of Belarus and other sports events;

Propaganda of sports, its role and significance for the development of personality, formation healthy lifestyle life;

Implementation of information, advisory, publishing activities in accordance with applicable law to fulfill the statutory tasks;

Creation of own printed publications, publication of scientific, educational and sports literature on rowing;

Promotion of the goals and objectives of the NGO “BFG”.

NGO "BFG" can carry out in accordance with the established procedure entrepreneurial activity only insofar as it is necessary for its statutory purposes, for which it was created, corresponds to these purposes and corresponds to the subject of activity of the NGO “BFG”. This activity is carried out through education commercial organizations and/or participation in them.

III . MEMBERS OF NGO “BFG”, THEIR RIGHTS AND OBLIGATIONS

3.1. NGO “BFG” has a fixed membership of individuals.

3.2 . Members of the NGO “BFG” can be citizens of the Republic of Belarus, other countries, stateless persons who have reached the age of 16, recognizing the Charter of the NGO “BFG”, who are athletes, coaches, sports judges, academic rowing specialists, rowing enthusiasts and participating in solving the tasks facing the NGO “BFG”, and paying membership fees contributions.


3.3. Decisions on admission to the membership of the NGO “BFG” are made by the Boards of district (city), regional (Minsk city) federations upon a written application of the applicant with subsequent approval at a meeting of the Council of the NGO “BFG”. In the absence of a primary organization, the reception is carried out by the relevant higher governing body.

3.4 . Members of the NGO "BFG" may be citizens under the age of sixteen, with the appropriate written consent of their legal representatives.

3.5. A member of the NGO “BFG” has the right to:

To elect and be elected to any elected body of the NGO “BFG” upon reaching the age of majority;

Participate in all events held by the NGO “BFG”;

Submit proposals to all bodies of the NGO “BFG” on issues related to the statutory activities;

Participate in the work of any bodies of the NGO "BFG" with the right of an advisory vote;

Seek help from NGO "BFG" to protect their rights and legitimate interests;

Leave the members of the NGO “BFG” at your own will.

3.6. A member of the NGO “BFG” is obliged to:

Comply with the requirements of the Charter;

Implement decisions of elected bodies;

Pay membership dues.

3.7 . Membership in the NGO “BFG” is terminated in the following cases:

Withdrawal from the NGO “BFG” at their own request;

Exclusions from the NGO “BFG” for gross violation of the Charter and systematic evasion from participation in the work of the NGO “BFG”.

The exclusion and registration of withdrawal from the members of the NGO “BFG” is carried out by the body that has been granted the right to admit members of the NGO “BFG”. The decision on exclusion can be appealed within a month to the higher body of the NGO “BFG”. Filing a complaint suspends the execution of the decision.

IV . STRUCTURE OF NGO “BFG”

4.1 . The basis of the NGO “BFG” is formed by district (city) and regional (Minsk City) federations, created on the basis of the territorial principle.

4.2. District (city) and regional (Minsk city) federations are created if there are 10 (ten) or more members of the NGO “BFG” in the district (city).

Regional (Minsk city) federations are created in the presence of two or more district (city) federations.

District (city) and regional (Minsk city) federations carry out their activities in accordance with this Charter.

By decision of the Council of the NGO “BFG”, regional (Minsk city) federations can be endowed with the right of a legal entity.

4.3. The supreme body of the district (city) and regional (Minsk city) federations is the Assembly, which is convened once every two years. The meeting is valid if more than half of the members of the relevant organizational structure took part in it. The meeting determines the forms and methods of work, the form of voting when making decisions. Decisions are taken by a simple majority vote of the members present.

The reporting and election meeting of the federations is held once every two years. An Extraordinary Assembly of district (city) and regional (Minsk city) federations may be convened by decision of the elected bodies of these federations or at the request of more than 2/3 of their members.

4.4. Meeting of district (city), regional (Minsk city) federations:

Determines the main directions of the federation's activity;

Elects the Board, the Chairman of the Board and his deputy;

Elects the auditor (audit commission);

Hears and approves the reports of the Management Board and the Auditor (Audit Commission);

Considers other issues of the federation's activities.

4.5. The governing body of the district (city), regional (Minsk city) federations is the Board, whose meetings are held as needed, but at least once every three months.

Meetings are considered competent if at least half of the members of the Management Board are present. Decisions are taken by a simple majority vote of the members of the Board present.

4.6. Board of district (city), regional (Minsk city) federations:

Determines the ways and methods of implementing the decisions of the Assembly;

Develops work plans;

Solves organizational, personnel, financial and other issues in accordance with this Charter and within its competence.

4.7 . Chairman (aka Chairman of the Board) of the district (city), regional (Minsk city) federations:

Represents the interests of the district (city), regional (Minsk city) federation in state authorities and administration, public associations;

Manages the property of the federation within the limits established by the Board;

Distributes duties among the members of the Management Board;

Performs other actions necessary to achieve the statutory goals and fulfill tasks, with the exception of those that fall within the competence of the Meeting and the Board.

4.8 . Auditor of district (city), audit commission of regional (Minsk city) federations:

Carries out internal control over compliance with the provisions of the Charter and the legislation of the Republic of Belarus;

Performs internal audits financial and economic activities federations;

Checks the timeliness and validity of responses to appeals and letters.

The work of the audit commission of the regional (Minsk city) federation is headed by the Chairman, elected from among its members by the members of the commission.

Inspection and revision by auditors, as well as meetings of the audit commission are held as necessary, but at least once a year.

The requirements of the auditor, members of the audit commission, related to the statutory activities, are obligatory for all members of the district (city), regional (Minsk city) federations.

4.9 . Decisions of the Board of district (city), regional (Minsk city) federations can be appealed to the Meeting of the relevant organizational structure, and in case of disagreement, by contacting the Council, the Audit Commission and the Conference of the NGO “BFG”.

V . HIGHEST AND ELECTIVE BODIES OF NGO “BFG”

5.1 . The supreme body of the NGO “BFG” is the conference, which is held once a year. An extraordinary conference is convened by the decision of the Council of the NGO “BFG”, at the initiative of the audit commission or at the request of 2/3 of the territorial organizations.

The norms of representation for the conference are determined by the Council of the NGO “BFG”. Each territorial (regional and Minsk) organization has the right to elect no more than 5 delegates to the conference. The Conference is competent to take decisions if 2/3 of the elected delegates take part in its work. Decisions are taken by a simple majority vote of the delegates present. The form of voting is determined by the conference.

5.2 . Conference:

Determines the main directions of activity and immediate tasks of the NGO “BFG”, approves the program;

Approves the name and charter of the NGO “BFG”, makes changes and additions to it;

Determines the quantitative composition and elects the Council for a period of four years, hears and approves its report;

Elects the Chairman, First Deputy Chairman, Deputy Chairman, Secretary General, Treasurer for a term of four years;

Determines the number of members and elects the Audit Commission for a period of one year, annually hears and approves its report;

Makes decisions on the reorganization or liquidation of the NGO “BFG”;

Makes other decisions binding on all bodies and members of the NGO “BFG”.

Changes and additions to the Charter of the NGO “BFG” are considered adopted if at least 2/3 of the conference delegates present voted for them.

5.3. The governing body of the NGO “BFG” is the Council, which is elected for a period of four years.

Board of NGO “BFG”:

Controls compliance with the Charter of the NGO “BFG”, Rules and Regulations on competitions;

Manages the activities of the NGO “BFG” in the period between conferences and organizes the implementation of its decisions;

Develops and submits for the approval of the conference the program of activities of the NGO “BFG”;

Develops draft estimates and plans for major events;

Forms judicial and other commissions, forms clubs, sections in the main areas of activity of the NGO “BFG”;

Provides rational use funds and property of NGO “BFG”;

Makes decisions on the creation and liquidation of legal entities, approves their Charters and heads;

Takes measures to create and develop the material and technical base of the NGO "BFG" to ensure the statutory activities;

Elects the Executive Committee from among its members and delegates to it a part of its powers;

Elects the secretary of the Board of the NGO “BFG”;

Forms the structure of the staff apparatus, approves the estimate of income and expenses of the NGO “BFG”;

Considers issues of admission to membership and expulsion from members of the NGO “BFG”;

Determines the amount of entrance and membership fees;

Approves samples of seals, stamps, forms and symbols;

Assigns the title of “Honorary Member of the NGO “BFG”;

Considers other issues of the statutory activities of the NGO “BFG” within its competence;

Meetings of the Board of the NGO "BFG" are held as necessary, but at least three times a year, and are eligible if at least 2/3 of its members are present. Decisions are taken by a simple majority vote of the Council members present.

5.4. The Chairman of the NGO “BFG” (at the same time he is the Chairman of the Council ex officio) has all the rights and powers of the head of the legal entity.

Chairman of the NGO "BFG":

Represents the NGO “BFG” in state authorities and administration, in other national and international sports organizations;

Presides at conferences of the NGO “BFG”, meetings of the Council and the Executive Committee, other meetings held by the NGO “BFG”;

Organizes the execution of decisions adopted by the conference;

Opens and closes bank accounts;

Carries out the hiring and dismissal of full-time employees;

Distributes duties among deputies;

Organizes the work of the Council.

The Chairman is elected for a term of four years. In case of temporary absence of the Chairman, he is replaced by the First Deputy, and if he is not able to do so, then the Deputy Chairman or the Secretary General.

5.5 . First Deputy Chairman of NGO "BFG":

Organizes the work of the NGO “BFG”;

Controls the implementation of all decisions of the Conference, Council and Executive Committee of the NGO “BFG”;

On behalf of the Chairman, represents the NGO “BFG” in all instances, both national and international;

Supervises the work executive director ;

5.6 . Vice-chairman:

Responsible for the work between the NGO “BFG” and territorial (regional and Minsk city) federations, sports organizations;

Works as part of temporary commissions, working groups created if necessary;
- performs the duties delegated to him by the Chairman.

5.7. General Secretary:

Responsible for preparing conferences and other events of the NGO “BFG”;

Keeps records of members of the NGO “BFG”;

Along with the Chairman, he represents the NGO “BFG” in state authorities and administration, in other national and international sports organizations.

5.8 . Treasurer:

Responsible for the use of financial resources of the NGO “BFG”;

Responsible for informing the Executive Committee and Council of the NGO “BFG” about the financial situation.

5.9 . Council Secretary Responsible for preparing Council meetings.

5.10 . To resolve issues of an organizational and executive nature, financial and economic activities, the Council elects from among its members the Executive Committee, the quantitative composition of which is established by the Council. The Chairman, Vice-Chairmen, Secretary General, Treasurer and Secretary of the Council are members of the Executive Committee.

5.11 . The Executive Committee is led by Executive Director whose functions are performed by the Secretary General. The Executive Committee organizes the implementation of the decisions of the conference and the Council, implements plans (sports programs) to fulfill the goals and objectives of the NGO “BFG”.

The Executive Committee is executive body NGO "BFG" and is responsible for the day-to-day management of NGO "BFG". The Executive Committee takes disciplinary action against representatives of teams, coaches, rowers who during the Championships, Championships of the country or other sporting events deviated from the implementation of the Competition Regulations, race rules, or refused to follow these instructions, or behaved inappropriately, spoke obscenely. Decisions of the Executive Committee are taken by a simple majority of votes present at its meeting. The Executive Committee of the NGO “BFG” holds its meetings at least once every three months.

5.12 . Executive Director:

Responsible for the work of the NGO “BFG”, based on the goals and objectives approved by the Council of the NGO “BFG”;

Works on the basis of the powers submitted to it and estimates approved by the Executive Committee and the Council;

Is accountable and reports to the Council through the Chairman;

Selects and appoints the staff of the NGO “BFG” according to the powers and staffing approved by the Chairman;

Responsible for effective relationship with the Chairman, Vice-Chairmen, Treasurer, chairmen of commissions and territorial federations;

Prepares an annual work plan, as well as a work plan for the Olympic cycle /4 years/, which is approved by the Council.

5.13 . The auditing body of the NGO “BFG” is the Audit Commission, whose meetings are held as needed, but at least once a year. The Chairman of the Audit Commission is elected by the members of this commission from among its members.

Audit committee:

Controls the implementation by members of the NGO "BFG" of the provisions of this Charter;

Carries out control over the implementation of decisions of the Council and the conference;

Revises the financial and economic activities, the state and accounting of material assets of the NGO "BFG";

Checks the timeliness and validity of responses to applications, letters and complaints received by the NGO "BFG".

Members of the audit commission may take part in the work of the elected bodies of the NGO "BFG" with the right of an advisory vote.

The requirements of the members of the audit commission are obligatory for all members of the NGO “BFG”. The Audit Commission is elected for a period of one year and is accountable to the Conference.

Members of the audit commission cannot be elected to other bodies of the NGO “BFG”, be members of the Council and be heads of newly created legal entities.

5.14 . Solutions collegiate bodies are drawn up by protocols.

VI . FUNDS AND PROPERTY OF NGO “BFG”

6.1 . NGO "BFG" may own any property necessary for the material support of the activities provided for by this Charter, with the exception of objects that, according to the law, can only be located in state property.

The owner of the property of the NGO “BFG”, including the property that is on the balance sheet of the district (city) and regional (Minsk city) federations, as well as the property of legal entities, the founder of which is the NGO “BFG”, is the NGO “BFG”.

Organizational structures (district (city) and regional (Minsk city) federations) of the NGO “BFG” have the right to dispose of the property of the NGO “BFG” within the limits determined by the Council of the NGO “BFG”.

Organizational structures of NGO "BFG", endowed with the rights of a legal entity, have a separate balance sheet and a current (settlement) bank account, and may also have other bank accounts, non-bank credit and financial organizations.

6.2 . NGO "BFG" carries out its economic and financial activities on the basis of self-sufficiency and economic calculation.

6.3. Cash NGO "BFG" are formed from:

Entrance and membership fees;

Voluntary donations, gratuitous (sponsorship) assistance;

Proceeds from sports events, lectures, exhibitions and other events;

Income from business activities carried out in the manner prescribed by law;

Other sources not prohibited by law.

6.4 . Cash and property serve for financial and material support of the statutory activities of the NGO “BFG”:

To finance the activities of the NGO “BFG” and its district (city) and regional (Minsk city) federations;

To provide material assistance and encouragement to the most active members of the NGO “BFG”;

To pay for rented premises, transport, etc.;

For purchase sports equipment, property, premises and other property;

For office and current expenses;

For other events permitted by applicable law.

6.5 . District (city) and regional (Minsk city) federations independently manage 50 percent of the proceeds from membership fees and 90 percent of other receipts, they transfer the rest of the funds to the settlement account of the NGO BFG.

6.6 . Funds and property of the NGO “BFG” cannot be redistributed among its members and are used only to fulfill the statutory goals and objectives; it is allowed to use the funds of the NGO “BFG” for charitable purposes.

6.7. PA “BFG” is not liable for the obligations and debts of its members, just as they are not liable for its obligations and debts.

VII . TERMINATION OF ACTIVITIES OF NGO “BFG”

7.1. The activities of the NGO "BFG" may be terminated by reorganization or liquidation.

7.2. The reorganization of the NGO “BFG” is carried out by the decision of the Conference.

7.3. The liquidation of the NGO "BFG" is carried out by decision of the Conference, if more than 2/3 of the delegates present voted for it, or by decision of the Supreme Court of the Republic of Belarus in cases provided for by law.

7.4. In the event of a decision to terminate the activity, the Conference or the Supreme Court of the Republic of Belarus appoints liquidation commission and defines the rules of its work.

7.5. The property remaining after the satisfaction of creditors' claims shall be directed to the purposes provided for by this Charter, if it is not subject to conversion into state revenue in accordance with legislative acts.

7.6 . Documents of the NGO “BFG” in accordance with the established procedure, in accordance with the current legislation, are submitted to the National Archives of the Republic of Belarus.

7.7 . NGO “BFG” informs about its registration, liquidation or reorganization in the newspaper “Republic i ka".
